Experiencia negativa: I used to live in two of their apartments and they barely did anything to make the place stable loose floor panels, faulty pipes, faulty wiring, one of the places foundation was crumbling they were supposed to have a finished a laundry room as part of one of their apartments didn't even finish it just left that job behind, they don't care about their tenants (I've heard some opinions from several other PPM tenants the only reason they haven't said anything is because they have no where else to go) about half these 5 star reviews are most likely false or paid for don't trust PPM they're shitty and just want your money.

Experiencia fantástica: PPM is a great rental company! The hot water tank went out and they were very quick to get it fixed. They also keep up on mowing the yard in a timely fashion. Wouldn't wanna rent from anyone else!

Experiencia negativa: Update: I requested a copy of the move-in inspection report by email on June 17, 2026, but I have never been provided with a copy. The condition of the apartment upon move-in was unacceptable. There were dead insects throughout the unit, and it was evident that the apartment had not been properly cleaned or prepared before my arrival. I welcome you to provide any and all documentation regarding the condition of the apartment at the time I took possession, including the move-in inspection report and any records you intend to rely upon to support your damage claims. The severe roach infestation was not properly addressed for approximately seven months. The issue was only rectified after I contacted Jay Hovatter, the Frostburg Code Enforcement/Housing Inspector, and requested assistance. Until that point, my repeated complaints had not resulted in an adequate resolution. I hope it makes you feel superior to take advantage of a college student who paid his rent on time every month for two years. Instead of treating a responsible tenant fairly, you've chosen to make unsupported claims and withhold part of the security deposit. That says far more about your business practices than it does about me. Slumlord. From the day I moved in during August 2024, I encountered problems that were never properly addressed. The medicine cabinet was missing its door when I took possession of the apartment, yet I am now being held responsible for damages that existed before I moved in. If a move-in inspection was completed, I would like to see the documentation proving the condition of the apartment prior to my tenancy. If you are claiming additional damages beyond the missing medicine cabinet door, I would also like to know specifically what you believe was broken and when that damage allegedly occurred. The condition of the apartment upon move-in was unacceptable. There were dead insects throughout the unit, and it was obvious that proper preparation and cleaning had not been completed before I arrived. The most significant issue was the severe roach infestation originating from another apartment in the building. Management allowed the situation to continue for months, creating an unhealthy living environment for neighboring tenants. It took approximately seven months before meaningful action was taken to resolve the problem. Even after the tenant in Apartment #5 was evicted, piles of trash and debris were left outside for weeks before being removed. Maintenance issues were handled with the same lack of urgency. When my refrigerator failed, I was left without a working refrigerator for an entire week before a replacement was provided. This created a significant hardship and demonstrated a lack of concern for tenants' basic needs. Another ongoing issue was a roof leak in the bedroom that was never properly repaired. Rather than fixing the source of the leak, management simply replaced a ceiling tile. The roof continued leaking throughout my residency and was still leaking when I moved out. I emailed management about this issue on April 29 and never received a response. Winter maintenance was equally disappointing. Snow removal was neglected throughout the apartment complex, creating unnecessary inconvenience and potential safety hazards for residents. I ultimately had to shovel myself and my neighbors out by hand because management failed to fulfill its responsibilities. Throughout my tenancy, I repeatedly dealt with poor communication, delayed responses, unresolved maintenance issues, and a general lack of accountability. I had to live with the consequences of these decisions for the entire duration of my residency. Tenants are expected to uphold their responsibilities, and property management should be held to the same standard. Unfortunately, my experience was defined by neglect, poor maintenance, delayed responses, and ongoing frustration. Based on my experience, I cannot recommend this property management company. Experiencia fantástica: I had a sewer line back up at my property on a Friday evening and they handle the situation swiftly. After no success with snaking the line they dug up and replaced the line within a day or two getting the plumbing working again. Tree roots had grown in line causing the drainage issue. While construction was going on they made sure the tenants were taking care of. If you are looking for a company to manage your property I would recommend them. They answer emails promptly and always have someone to pick up the phone when you call.

Experiencia fantástica: We have a neighbor that came up to help us to prepare our driveway to install a garage. He was very polite and courteous to us. He worked for four hours with an escalator that he operated with expertise. He showed us to be very experienced with this equipment. He also had a young man that assisted with this project and Justin showed complete respect for his assistant. He explained why he was doing certain techniques to him as he helped him learn the ropes of the job. He repeatedly "thanked" this young man as he assisted him. Wished all employers "treated" their employees in this manner. Justin truly has great character, work ethics and respect for his community. We highly recommend him for future jobs. We feel he will treat his customers right!

They just want your money and if something is damaged when you first move in they will try and make you pay for it even when it was damaged when you moved in...

Experiencia fantástica: Justin and his guys, Chris and Carlos, went out of their way to help me get my car unstuck from a pile of snow and ice. I wasn't charged a dime and they were fast and punctual. Even with it being -7°, and absolutely freezing outside. They were absolutely professional and had shown a great deal of compassion. That goes a long way when it comes to the community, having a company pay it forward like that. I will forever be thankful to them for their quick assistance. I will be recommending their services to everyone I know. Thanks again guys!

My house caught fire and they was right there on sene ready to help us in just a week they had us in another place … IF YOUR NOT A PROBLEM THERE WONT HE NO PROBLEMS

Experiencia negativa: I rented an apartment on Pennsylvania ave, in house 314. Was the tenant there for a year until June. Lights flicker from white/soft white/off in hallway, bedroom, and living area non-stop. Water damage and leaks through the kitchen and bathroom. Also just spiked the rent up from $700 and I would venture to say they didn't fix it. They also charge a 5% fee to pay the rent unless you want to hike to Frostburg to pay cash. Be wary of this building and more wary of the company. Continually had to resend receipts of what I paid, never got any work done in reasonable time, and is making getting my deposit back an absolutely nightmare after stating that I would get the full amount. We are day 47 and I finally got a check in the mail and it's almost $100 short. Justin Lee Tippen owns the company and when I left it was because he bragged about running 150 properties but somehow only had one person in the office and one maintenance person. This was right after they took several days to address a clogged drain. I explained I put drano in it and suggested to snake it rather than use more chemicals but they poured some nasty corrosive nonsense down the drain. 2 days later on a Saturday the first floors ceiling gave in from a burst pipe. They then went into my apartment the day they fixed the leak and tracked nonsense all the way through the apartment and then acted like it wasn't a big deal at all. Pictures below in the comments. I'm not saying every landlord is perfect, but these guys just charge a crazy amount to upkeep and maintain absolutely nothing. I would steer clear of this company and specifically this apartment!!!

Experiencia negativa: Theft, Blackmail and Bullying are just a few things me and my family's had to deal with while living under they're management. we had to move cuz they would not fix anything in the house at all and now the house is completely boarded up because they would not fix a single thing. Housing Authority had to come in and condemn the place because they refused to do anything. Stole my property and then threatened to evict me when I said I was going to call the cops to try and get it back. They must not have enough money to fix places or buy their own tools. So so sad why people like this are allowed to manage property is beyond me so this is just a fair warning to anybody that might be considering renting off these people.

Experiencia negativa: Completely TERRIBLE LANDLORD (Justin Tippen) AND WORKERS, BE SURE TO TAKE PUCTURES THE FIRST DAY YOU MOVE IN AND MAKE IT A ISSUE FOR THEM TO FIX EVERYTHING ON DAY 1 !, they moved me into a 75% painted home with loose cabinets and a broken fridge door, im not one to complain so I didn't, but I took pictures !!!!! The end of the semester came and I wasn't given my $500 security deposit back. They claimed it was used to fix the paint on the walls and the fridge. Then when I sent them the pictures from the first day I moved in to prove the damages had already been there, they said I hadn't put in a claim within 15 days of noticing it so there's nothing they can do. I lived in a house off campus for a whole year and not once saw my landlord face to face, property performance management is by far the worst company ever created. Well Atleast the one located in Frostburg Maryland. I suggest you look into other companies when finding housing in Frostburg !!

Experiencia fantástica: PPM just completed a fence project for my family and they did an absolutely wonderful job. Before the actual with even started, I was extremely impressed with their professionalism - they called to confirm appointments and showed up on time. Justin was very detailed and thorough and took his time discussing each aspect of the project with me to make sure we were on the same page about everything. Once the job was scheduled we had a forecast calling for over a week of rain and even though our project wasn't supposed to begin for a couple weeks, Makayla called and gave me a heads up about the forecast and anticipating the delay she pre-emptively suggested that we move the scheduled date back a week, which I greatly appreciated (most contractors in this area would just show up a week late). The actual job was even more impressive. The foreman Rob really knows what he's doing and how to manage a crew. They built me a beautiful, very solid fence exactly the way I wanted. Rob constantly made sure I was happy with everything they were doing and once or twice when I asked for changes to be made they did it with a smile and at no cost to me. We even had some difficult neighbor issues (which I'm sure is common with fence projects) that were no fault of PPM's and they were handled dedicately and professionally by Rob and his crew, and the owner Justin even drove over an hour immediately to be onsite and make sure the issue was dealt with and everything was progressing smoothly. They showed up on time every day, worked full days and completed the job quickly. I literally couldn't be more happy with their entire team and I highly recommend them.

I would highly recommend! Edit 7/10/23 Rob also just finished my gutter project with perfection! Definitely the company to go with for any home projects.

Experiencia positiva: I’m currently renting from PPM. I’m giving a 4 star for the maintenance men Tom and Travis who recently worked on my shower. They were very friendly and worked hard to fix our problem. They even came back to be sure it was fixed properly. Thanks Tom and Travis!

Experiencia negativa: If I could give negative stars I would. First, when we moved in appliances were included & we had so many days to report any non-working appliances. Who is gonna look in the back of a fridge (ice maker, water filter, etc.) We found dead cockroach eggs in both. They refuse to do anything about it or even acknowledging they are dead cockroach eggs, even though I had an edxterminator look at them and identify them. Then when I purchased a new one it was my job to transport it to the basement. Then we sign a lease for a year & part of that lease states that landlord can't put up for sale/rent or anything prior to 90 days of lease being over. They breached the contract by the house being up for sale. Plus it was published as a open house & some guy walked right through my door. These people are the definition of slumlord!!!

I love our home, find this company to be a blessing to my family, and I continue to look forward to renting from them.

Experiencia negativa: These people took over the property my girlfriend was living at. They immediately jacked the rent up by 50% ($250). The neighbor put a bird feeder outside in a tree and they sent a letter saying their neighbor (my gf) complained (she didn't!) and that they had a day to remove it. Recently it snowed pretty bad out... The old landlord would make sure the lot was plowed multiple times a day. My gf couldn't even get into the lot because they didn't have it plowed until late the next afternoon (there was 6-8" by 2 pm the day before, and a 4 foot wall blocking each entrance as a result of the main road being plowed) she ended up getting a ticket for parking in the business next door bc she had NOWHERE to park (I shoveled out her parking shot but no way could I shovel the whole lot and entrances by hand). The guy who used to plow even said he called them and offered to do it and they refused. Lastly, Whenever you try calling them you either get an attitude or they just hang up on you. So unprofessional.

Experiencia negativa: They are terrible to deal with.They put up a fence in my backyard. The gate is leaning and dragging the ground. Said they came to fix it, they didn't fix it. It is so crooked. I called many times asking to speak with Justin. He was never available. I would shop around before picking this company.

They seem nice enough that they would fix the issues I have. If you're looking for a place to move. This place has rentals all over Cumberland, Frostburg area.

Experiencia fantástica: My husband and I have used Justin and his PPM crew for all kinds of jobs both at home and in our office over a period of several years. The work has included everything from totally renovating an apartment to painting our home inside, renovating my office at work including carpet removal and a fantastic job painting over dated paneling. They always remove all their debris, carry off decrepit furniture and leave our property as clean as possible. In an emergency, they’ve replaced a toilet for our clients and helped get an air conditioner in a cranky old window. Their pricing is very reasonable and Justin is as honest as they come. I trust and highly recommend him and his crew.

Experiencia negativa: After 4 months of living at our apartment and paying rent more than on time.. me and my girlfriend were randomly evicted from our unit. I was told we were being evicted because of “someone on their end did not sign our lease”. They were taking my money for four months knowing I apparently didn’t live there. I can’t mention how many times me and my girlfriend double checked with the management to make sure we were ready to move in. Imagine being a young professional who works from home and does school from home just to kicked out of your apartment for your management not signing your lease 4 months ago. I’m sorry but this just isn’t it. Thanks for wasting my time

Experiencia fantástica: I recently relocated to Cumberland for a new job. Not knowing the area, I was very hesitant in finding my new long term home. Since minute one of my dealings with Justin and the team at PPM has been a top notch experience. It has been a very scary time in my life, you know accepting a new job and moving 200 miles from my old home in the middle of a pandemic....the usual! Justin, Travis and Seth as well as (the rest of crew) are outstanding professionals and have given me the best thing I needed right now, a home. I highly recommend the quality of service, attention to detail, and down right exceptional care and concern they show in their property’s and their tenants. I can’t say enough how much they have helped me in these crazy times.

Experiencia negativa: My son stayed at a property managed by this company, they treated them like a bunch of college kids ignoring when there were leaks in the roof, plumbing, and washer not working amoung otger things. The boys reached out multiple times and it wasnt until 3 of the 5 parents getting involved that anything was resolved. The house was run down and the responsiveness unacceptable. They also proceeded to keep a portion of each of the boys security deposit even though they went through and left it in as good of condition... in fact when we got there the toilet wouldnt flush, there was a HUGE pilenof trash in the yard, and unfinished outlet replacement with drywall dust and covers off. We have a new house now with what seems to be a much smooth transaction this year with a differwnt company.
